Safety Limited Speed of T1 and T2 External Mode

The robot moving speed during T1 and T2 external mode is restricted by the safety limited speed. This setting is prioritized more than the settings of the SRCI's speed override change command and the moving command's input parameter. When operating the robot at a moving speed of 250 mm/s or higher, change the safety limited speed settings.
